However, the neoliberal welfare regime, which privileges the ideologies of free market choice and managerial control, has synchronized the different discourses into a neoliberal discourse of accountability. Using Hong Kong as an example, this article examines how this discourse is put into practice and how it demoralizes the social work profession.
